In this sub-topic, we study the definition of climate justice, its guiding principles, and the frameworks that have shaped its evolution.


The Concept of Climate Justice

Climate justice arises from the convergence of environmental justice, human rights, and sustainable development. It challenges and questions the conventional presumption of climate change as merely an environmental issue and instead frames it as a social, political, and ethical crisis. This perspective acknowledges that climate change disproportionately affects marginalized and vulnerable populations—those who have contributed the least to global greenhouse gas emissions but face the most severe impacts.


The term gained prominence in the 1990s, driven by grassroots movements and advocacy from Global South nations during international climate negotiations. Activists and scholars argued that climate policies must address emissions reductions, rectify historical injustices, and prioritize the needs of those most affected. This shift in narrative laid the foundation for the modern climate justice movement.


Key Principles of Climate Justice: Equity, Responsibility, Intergenerational Justice, Inclusivity

Climate justice is intertwined with numerous essential tenets guiding its advocacy and implementation (Schlosberg, 2013).


Equity is the central principle of climate justice, emphasizing the fair allocation of resources, obligations, and opportunities. Equity ensures that those with significant resources and historical accountability share proportional resources to address mitigation and adaptation efforts, acknowledging the varying contributions of countries, communities, and individuals to climate change.


The second essential principle of climate justice is responsibility. This principle calls on historically major emitters, mainly developed nations, to lead the fight against climate change. Responsibility entails reducing emissions, providing financial aid, sharing technological knowledge and support with developing countries, and offering compensation for damages incurred by the impacts of climate change.


Also, climate justice incorporates intergenerational justice, recognizing the rights of future generations to live in a safe and sustainable world. This principle champions policies that guard the environment against irreversible damage and guarantee that today's youth can inherit a viable planet supporting life and progress.


Lastly, inclusivity is vital for a just climate response to the pressing global issue. Inclusivity emphasizes integrating marginalized groups' voices and distinct needs in policy and decision-making processes. This ensures that Indigenous peoples, women, youth, and low-income communities can influence policies that deeply affect their lives and futures.

Paris Agreement (2015)

The Paris Agreement (2015) is a landmark accord within the UNFCCC framework that aims to confine global warming to under 2 degrees Celsius. The main tasks of the Paris Agreement (PA, 2015) include encouraging countries to plan and fulfill their Nationally Determined Contributions (NDCs) and highlighting the need to support climate-vulnerable countries. The Agreement integrates climate justice principles by recognizing the different responsibilities and capabilities of nations and advocating for the needs of those disproportionately affected by the negative impacts of climate change.


Sustainable Development Goals (SDGs)

Adopted in 2015, the Sustainable Development Goals (SDGs) outline a broad agenda for global development, including Goal 13, which targets climate action explicitly. The SDGs aim to ensure that no one is left behind by advancing social justice, equality, and environmental sustainability. They support integrated approaches that relate climate action with poverty alleviation, gender equality, and social inclusion.


Grassroots and Community-Led Initiatives

These two relevant initiatives are vital in addressing local challenges and promoting climate justice. They highlight the function of communities in developing solutions that reflect their unique situations, knowledge, and needs. Challenges in Defining and Implementing Climate Justice

For example, debates persist over allocating emissions reductions and financial commitments between developed and developing nations.


The political and economic influence of fossil fuel interests often undermines equitable climate policies, creating significant barriers to effective climate action. This influence can manifest in various forms, including lobbying efforts, funding for political campaigns, and the dissemination of misinformation about climate science.


Most fossil fuel producers protect their profits by advocating regulations that limit emissions or promote renewable energy sources. This action makes policymakers reluctant to implement necessary policy changes. This dynamic prevents equitable climate policy development and disproportionately affects climate change-vulnerable communities (McCright & Dunlap, 2020).


Recent studies have highlighted the significant financial implications of lobbying efforts, funding for political campaigns, and the dissemination of misinformation about climate science. For example, a report from the Center for Responsive Politics indicated that the fossil fuel industry spent approximately $311 million in the last election cycle on lobbying and campaign contributions (Center for Responsive Politics, 2020). Additionally, research by the Union of Concerned Scientists (UCS) found that misinformation campaigns could cost society up to $400 billion annually in terms of lost economic opportunities and health impacts (UCS, 2021).


Integrating justice into existing climate frameworks, which often prefer technical solutions over immediate social circumstances, is another massive challenge to realizing climate justice. Sustained advocacy and political will are essential to guaranteeing that relevant policies are inclusive, participatory, and responsive to the immediate conditions of marginalized communities.


The Way Forward

A holistic approach that defines and implements climate justice must address systemic inequalities and immediate climate challenges. Reliable climate justice accountability mechanisms must be established to ensure transparency in climate finance and strengthen civil society's role in climate governance. The global community can work toward a future where the responsibilities and benefits of addressing climate change are shared equitably only when climate action is grounded in justice principles.

Global agreements foster international cooperation and accountability and provide a framework for addressing climate change's impacts on food and water security.


The Paris Agreement (2015) represents a critical framework in the global commitment to combat climate change. Countries agree to limit the rise in global temperatures to well below 2°C and strive to keep it below 1.5°C. Achieving these ambitious targets necessitates integrating climate resilience into agricultural practices and water management.


Central to this effort are the Nationally Determined Contributions (NDCs), which outline specific strategies aimed at creating climate-resilient food systems. These strategies include adopting sustainable agricultural practices and enhancing water-use efficiency, which are essential for responding to the ongoing challenges posed by climate change (United Nations Framework Convention on Climate Change [UNFCCC], 2021).


Complementing the goals of the Paris Agreement, the Sendai Framework for Disaster Risk Reduction underscores the necessity of reducing vulnerabilities to climate-related disasters that often disrupt food and water systems. Cooperative initiatives, like the Nile Basin Initiative, aim to foster dialogue among countries that share these water sources, helping to prevent conflicts and promote sustainable use amidst water scarcity challenges (World Bank, 2021).


In parallel, global food systems governance is primarily facilitated by institutions such as the Food and Agriculture Organization (FAO) and the World Food Programme (WFP). These organizations are instrumental in addressing food crises by offering technical support to governments, providing food aid, and advocating for sustainable agricultural practices to build resilient food systems.


Moreover, regional cooperation is being strengthened by organizations like the African Union and ASEAN, which are working together to enhance food and water security. By implementing cross-border projects and sharing best practices, these regional bodies are fostering collaboration and addressing common challenges in resource management.


Financial Mechanisms and Aid for Vulnerable Regions

Financial support is vital for helping developing countries adapt to climate change and build resilient food and water systems.


Climate finance plays a crucial role in supporting adaptation and mitigation efforts in vulnerable regions. For instance, Replenish Africa Initiative (RAIN) exemplifies this approach by partnering with local communities across 41 African countries to improve access to water and agricultural productivity (UNEP, 2022).
